Old cellulose, fiberglass, and vermiculite-looking fill come out with a vacuum truck when they are wet, contaminated, or too packed to top off. Removal is ask-not-automatic. We look at the material before quoting a tear-out.
New fill goes in after the cavity is dry and attic-floor air leaks are sealed. Topping wet or dirty insulation traps the problem under a new layer, so the honest call happens on site, not as a default line item.
If the fill is clean and dry, it can often stay and get a new layer on top. You ask so removal shows up on the estimate only when it is actually needed.
